The Conversion of Rental Housing to Condominiums and Cooperatives: A National Study of Scope, Causes and Impacts
Carried out by HUD’s Office of Policy Development and Research at the direction of the U.S. Congress, this historic report explores the phenomena of multifamily rental conversions. The publication’s authors find that, prior to 1970, few multifamily buildings were converted to condominiums or housing cooperatives, but by 1979, 1.3 percent of the nation’s occupied rental housing stock had been converted to ownership units, primarily in major urban areas.
