Constraints on the Aggregation of Federally Subsidized, Low-Cost Housing
This historic report, undertaken by the Institute for Defense Analyses under contract by the U.S. Department of Housing and Urban Development, examines strategies for aggregating scattered and small-scale subsidized housing projects into larger, “aggregated” forms that the authors contend can be produced more efficiently. The publication includes a theoretical plan for such aggregation using military housing and civilian subsidized housing in Washington, D.C. as a model.
