Approved in 1992, the HOPE VI program provides funds for revitalization activities to highly distressed local public housing developments. This historic report presents findings from the first phase of a long-term evaluation of the HOPE VI program, focusing on 15 public housing developments for 10 years. Volume III describes the methodologies employed by the local research teams in their creation of case studies for each study site. The study sites were located at large, distressed public housing developments in the following cities: Atlanta, Boston, Camden, Charlotte, Chicago, Cleveland, Detroit, Washington, D.C., Milwaukee, New Haven, New Orleans, Oakland, San Antonio, and San Francisco.
