In 2017–2018, as housing costs continued to surge in Benbrook, Texas, a city of 21,000 in the southwestern suburbs of Fort Worth, an undeveloped 10.5-acre site zoned for multifamily use offered an excellent opportunity to contribute needed affordable housing.
